PyScripter is a new open source project from MMM-Experts, which aims to become a competitive Integrated Development Environment (IDE) specifically for the well-known Python programming language. The user interface is well organized and is very clear.
For example, if you use Django as your main Python framework you can add its sources to the include path, enabling auto-completion.
The major drawback when using this tool could be the requirement to have Python installed and configured on the system. So, if you are seated on other computer and need to make a a quick modification to your source code, you can't use this program unless you install and configure Python correctly.
In sum, PyScripter is a great tool and have all the often requested features from Python developers: a good syntax highlighting, code helpers, templates, and the possibility to take advantage of the integrated Python interpreter (console) and even a debugger. BUT, you need Python installed, otherwise you just can't start the program.

"Require Python to be installed": LOL, of course you need it. It's only a comfortable editor... and you can decide, what Python version you will use.
"Requires advanced programming knowledge": LOL, if you want to code in Python than you also have to learn Python like any other programming language.
